Iffirmat il-Ftehim ta’ Kooperazzjoni bejn iż-żewg portijiet tal-Belt Kapitali Marittima tal-Birgu u dak tal-Belt Franċiża ta’ St Tropez 

Il-Kunsill Lokali tal-Birgu, nhar il-Ħadd 21 t’Ottubru, 2012, iffirma ftehim ta’ kooperazzjoni mal-Kunsill Lokali ta’ St Tropez, l-Belt Franciża magħrufa mad-dinja kollha, għall-benefiċċju taż-żewg portijiet, dak tal-Port tal-Belt Kapitali Marittima tal-Birgu u l-Port ta’ St Tropez.
Għaċ-ċerimonja tal-iffirmar ta’ ftehim li saret fil-Berġa ta’ Franza, s-sede tal-uffiċini amministrattivi tal-Kunsill Lokali tal-Birgu, kienu preżenti l-Eċċellenza Tiegħu, l-Ambaxxatur Franċiż għal Malta, Dr Michael Vandepoorter,  l-ex Ambaxxaturi Maltin għal Franza, Prof. Salvino Busuttil u Dr. Mark Miggiani, li kienu huma rispettivament li fis-sena 2005 bdew jaħdmu sabiex isir il-ftehim ta’ kooperazzjoni bejn dawn iż-żewgt ibliet. Għal din iċ-ċerimonja, fil-preżenza tal-Viċi Sindku, s-Sur Trevor Mizzi, l-Kunsilliera s-Sur Anton Gellel, is-Sur Alan Cassar u s-Sur Lawrence Attard, kif ukoll is-Segretarja Eżekuttiva s-Sinjorina Christine Bonello, kienu preżenti ukoll, l-Onor. Dr Stefan Buontempo, l-Kelliem Ewlieni tal-Oppożizzjoni għal-Kunsilli Lokali u bosta mistednin distinti, fosthom l-General Manager tal-Grand Harbour Marina tal-Birgu, s-Sur Ben Stuart.

Għall-iffirmar uffiċjali ta’ dan il-ftehim, min-naħa tal-Belt Franċiża ta’ St Tropez, kienu preżenti l-Viċi Sindku, s-Sur Claude Berard, is-Sur Jean Francois Tourret, d-Direttur tal-port ta’ din il-Belt, kif ukoll is-Sur Christian Benoit, li ukoll ħadem biex dan il-ftehim jista’ jsir. Wara li sar l-iffirmar tal-ftehim, bejn is-Sindku tal-Birgu, s-Sur John Boxall u s-Sur Claude Berard, Viċi Sindku tal-Belt ta’ St Tropez, ż-żewġ firmatarji indirizzaw lil dawk preżenti b’messaġġ ta’ l-okkażjoni.  
Fid-diskors tiegħu, l-Viċi Sindku, s-Sur Claude Berard, fl-assenza tas-Sindku s-Sur Jean Pierre Tuveri tenna li ż-żewġt ibliet zgur ser jaħdmu biex jinkoraġġixxu l-organizazzjoni ta’ attivitajiet marbuta maż-żewġ portijiet, fejn il-Belt ta’ St Tropez ser timpenja ruħha li tikkopera mal-Belt tal-Birgu għal għan ta’ żvilupp u l-promozzjoni ta’ turiżmu sostenibbli, speċjalment dak relatat mas-settur Marittimu. Is-Sur Berard, kompla billi feraħ lil Kunsill Lokali tal-Birgu għal mod ta’ kif organizza l-attivita tal-“Birgu By Candlelight”, fejn qal li għalih u għad-delegazzjoni kollha Franċiża kienet l-ewwel darba li raw attivita ta’ din il-kwalita, li Belt minkejja ċ-ċokon tagħha tinxtegħel kollha bix-xemgħat, xi ħaġa li bħala qatt ma kellhu l-opportunita li jara. Is-Sur Berard qabel ikkonkluda l-messaġġ tiegħu, fejn irringrazzja lill-Kunsill Lokali tal-Birgu għall-ospitalita li ta matul dawn il-jiem lid-delegazzjoni Franċiża kienu f’Malta, baqa’ impressjonat bl-element Kulturali u bl-istorja rikka ta’ din il-Belt Marittima.  
Fid-diskors tiegħu, s-Sindku s-Sur John Boxall, spjega kif dan il-ftehim seta' jsir bil-kollaborazzjoni tal-Eċċellenza Tiegħu l-Ambaxxatur Malti Dr Pierre Clive Agius, fuq ħidma kontinwa tal-ex Ambaxxaturi Prof. Salvino Busuttil u Dr Mark Miggiani, fejn ukoll kien involut is-Sur Claude Zammit Trevisan, ir-rappreżentant Malti għall-Awtorita Maltija għat-Turiżmu f’Pariġi fi Franza. Għall-ewwel darba ġie deċiż li l-port tad-destinazzjoni fil-Kosta Azzura, spiss imsejħa l-pjazza ta’ personaġġi famużi u sinjuri, mudelli u miljunarji jikkopera ma’ port ieħor, u minn fost il-portijiet kollha għażlu l-port tal-Birgu li sa ftit snin ilu, minkejja l-bini storiku kbir, fosthom il-ġawhra tal-Forti Sant’ Anġlu, fil-ponta ta’ din il-Belt, ma kienx żviluppat, imma reċentament ġie riġenerat. Is-Sindku tal-Belt tal-Birgu, s-Sur John Boxall stqarr li dan il-ftehim bejn waħda mill-izgħar bliet fil-Gżejjer Maltin, fl-iżgħar gżira f’nofs il-Mediterran u l-iżgħar pajjiż membru fl-Unjoni Ewropea, ma’ waħda mill-ibliet l-aktar sinjuri fi Franza, ifisser ħafna għal ġid taż-żewġt ibliet. Huwa tenna, li awtomatikament il-Birgu se jgawdi minn qabża fil-kwalita f’termini u żgur li ser tħalli mpatt fuq it-turiżmu għal din il-Belt, mhux fuq il-Belt tal-Birgu biss imma anke fuq il-Gżejjer Maltin.
Il-ħsieb ta’ dan il-ftehim ta’ kooperazzjoni, oriġina mir-Regatta prestiġjuza “Trophee Bailli de Suffren” li ngħata l-bidu tagħha fis-sena 2000 u fil-bidu tagħha rat it-tluq tagħha mil-Port ta’ St Tropez, għall-Port ta’ Marsamxett, iżda li f’dawn l-aħħar snin qegħda tispiċċa fil-Port il-Kbir, għall-kenn tal-Forti Sant’Anġlu. L-għan ewlieni ta’ dan il-ftehim, huwa li tissaħħaħ il-kooperazzjoni bejn il-Belt tal-Birgu u dik ta’ St Tropez għall-benefiċċju taż-żewġ portijiet permezz ta’ relazzjonijiet attivi u produttivi fil-ġejjieni.
Wara dawn il-messaġġi, ġew mibdula rigali ta’ tifkira ta’ din l-okkażjoni speċjali għaż-żewġ Kunsilli Lokali.

The two parts of the Maritime Capital of Birgu and of the French City of St. Tropez officially sign a co-operation agreement
 
On the 21st October, 2012, the Birgu Local Council signed a co-operation agreement with the worldwide known French City of St Tropez, which agreement will be for the benefit of the two Ports, that of Birgu, the Maritime Capital of Malta and that of the port of St Tropez.
For the signing ceremony, which took place at the Auberge de France, currently the seat of the administrative office of the Birgu Local Council, His Excellency Dr Michael Van Depoorter, French Ambassador to Malta, together with Prof. Salvino Busuttil and Dr Mark Miggiani, who respectively in the year 2005, started working on finding the best way to hold an agreement of cooperation between the two port cities, were all present.
The Deputy Mayor Mr Trevor Mizzi, the Councillors Mr Anton Gellel, Mr Alan Cassar and Mr Lawrence Attard, together with the Executive Secretary Ms Christine Bonello, together with Dr Stefan Buontempo, the spokesman for the Opposition for Local Councils as well as other distinguished guests including the General Manager of the Grand Harbour Marina in Vittoriosa, Mr Ben Stuart, were all present for this ceremony.
 
The French City of St Tropez was represented by the Deputy Mayor Mr Claude Berard, Mr Jean Francois Tourret, the Director of the port of this City, together with Mr Christian Benoit, who also worked closely with both municipalities to have this agreement signed. After the signing of the agreement between the Mayor of Birgu, Mr John Boxall and Mr Claude Berard, Vice Mayor of the City of St Tropez, both signatories addressed the invitees.
In his speech, the Deputy Mayor Mr Claude Berard, in the absence of the Mayor of St Tropez Mr Jean Pierre Tuveri, said that the two cities will certainly encourage the organisation of activities related with the two Ports, where the city of St Tropez undertakes to cooperate with the City of Birgu for the purpose of developments and the promotion of sustainable tourism, especially in relation to the maritime sector. Mr Berard continued by congratulating the Birgu Local Council on the organisation of the “Birgu By Candlelight” event as it was the first time for him and the French delegation to see such a great event being organised by such a small city. Mr Berard concluded his speech by thanking the Birgu Local Council for the hospitality that the French delegation received and congratulating the Council for managing to portray the rich cultural heritage found in this maritime City.
In his speech, the Mayor Mr John Boxall, explained that this agreement was only made possible by the full collaboration of the Maltese Ambassador to France, His Excellency Dr Pierre Clive Agius, as well as through the ongoing work of the former Ambassador Prof. Salvino Busuttil and Dr Mark Miggiani together with the involvement of Mr Claude Zammit Trevisan, the Maltese representative in Paris, France, of the Malta Tourism Authority. For the first time, the Cote d’Azur destination, often referred to as the “playground” of jetset, models and millionaires has decided to twin with another Port City, and chose the once neglected but recently regenerated port of Vittoriosa, the City full of historical buildings including the gem of Fort St Angelo.
For its Mayor, John Boxall, this agreement between one of the smallest cities on the Maltese islands, the smallest island in the Mediterranean, in the smallest country of the European Union, and one of France’s richest cities, means a lot for the welfare of both cities. Vittoriosa, he maintained, would automatically experience a quality leap in terms of popularity, leaving an impact on its tourism, not just on the City of Birgu but also on the Maltese Islands
The idea behind this cooperation agreement originated from the prestigious regatta “Trophee Bailli de Suffren” which started in the year 2000. This race used to start from the Port of St Tropez and finishing at the Port of Marsamxett, however in recent years, this race is finishing in the Grand Harbour, exactly for the shelter of Fort St Angelo.
The main purpose of this agreement is to strengthen the cooperation between the City of Birgu and the City of St Tropez, for the benefit of the two ports by pursuing active and fruitful relationships in the future.
The Mayor and the Vice Mayor then exchanged gifts in commemoration of this event.
