Ftit tal-granet ilu l-Librerija Regjonali tal-Birgu bdiet tigi trasferita ghal Couvre Port, fejn qabel kienu l-Ufficini Amministrattivi tal-Kunsill Lokali tal-Birgu u fejn, tul dan il-perjodu kienu qeghdin isiru bosta xoghlijiet ta’ ristrutturazzjoni sabiex dan il-post ikun kompatibbli mal-bzonnijiet ta’ din il-librerija.
Grazzi ghal haddiema mid-Dipartiment tal-Libreriji Pubblici fi hdan il-Ministeru ta’ l-Edukazzjoni, il-haddiema ta’ l-ETC u dawk tal-IPSL assenjati mal-Kunsill Lokali tal-Birgu, ix-xoghlijiet kollha tlestew fiz-zmien stipulat u din il-Librerija Regjonali, li tkopri z-zona tal-Kottonera, il-Kalkara u l-Bliet u rhula tal-madwar, qieghda terga tkun miftuha ghall-pubbliku fl-istess hinijiet:

Tajjeb li wiehed ikun jaf, li dan it-trasferiment ma kienx b’kapricc u b’nuqqas ta’ pjanar jew b’nuqqas ta’ rispett lejn dawk li jaghmlu uzu minn din il-Librerija Regjonali. Dan sar wara konsultazzjoni fit-tul li damet aktar minn tlett xhur, bejn il-Kunsill Lokali tal-Birgu, l-Ministru ghall-Affarijiet Barranin, it-Tabib George W. Vella u rapprezentanza Amerikana li fiha kienet involuta direttament l-Ambaxxatrici Amerikana ghal Malta, l-Eccellenza taghha, Gina Abercrombie-Wistanley.
Kien propju l-Kunsill Lokali tal-Birgu li kien avvccinat mill-Ministru ghall-Affarijiet Barranin li hemm il-possibilta li fil-Birgu, f’post ta’ valur storiku kbir jigi mwaqqaf Istitut ghall-Gustizzja u l-Istat tad-Dritt bl-involviment tal-Amerika, l-Unjoni Ewropea, l-Isvizzera, il-Germanja, ir-Renju Unit, Franza, t-Turkija u l-Olanda, kif ukoll pajjizi ohra tal-Mediterran. Kien hemm zewg lokazzjonijiet li din id-delegazzjoni Amerikana tefghet ghajnejha fuqhom; dawk ta’ l-Armerija u l-Berha ta’ l-Ingilterra, fejn finalment id-decizjoni kienet li jipreferu l-Berga ta’ l-Ingilterra minn fejn l-Istitut jibda l-operat tieghu.
Ma kenitx facli ghal Kunsill biex jiehu din id-decizjoni rigward din il-proposta, imma wara bosta diskussjonijiet, fejn bhal dejjem jitpoggew l-ewwel l-interessi ta’ din il-Belt, din id-darba tpoggew ukoll l-interessi tan-Nazzjon u bi qbil unanimu, l-Kunsill iddecieda li jitrasferixxi l-Librerija Regjonali ghal Couvre Port, sabiex fil-Berga ta’ l-Ingilterra jitwaqqaf l-Istitut ghall-Gustizzja u l-Istat tad-Dritt.
Il-Kunsill Lokali tal-Birgu jinsab fiducjuz li b’dan l-Istitut, bis-sede tieghu fil-Birgu, apparti li ser ikun ta’ beneficcju ghal pajjizna, ser ikun ukoll ta’ beneficcju ghal din il-Belt Vittoriosa. Il-lokazzjoni ta’ Istitut Internazzjonali bhal dan fil-Birgu se jkun fattur iehor li jkompli jghin u jgholli l-importanza ta’ din il-Belt, u fattur li jzid in-negozju kif ukoll it-turizmu fil-Birgu.

NOTICE TO ALL RESIDENTS
BIRGU REGIONAL LIBRARY AT COUVRE PORT
 
A few days ago the Birgu Regional Library was transferred to Couvre Port, where previously were the Administrative Offices of the Birgu Local Council. Lately, this place was restructured in order to be adequate for the Library needs and also to become a nice place where one can spend some time reading a book, studying or perhaps doing some research.
 
Thanks to the workers from the Department of Public Libraries within the Ministry for Education, workers from the ETC and others from IPSL that are assigned with the Birgu Local Council, all the work was done within the stipulated time and hence, the Regional Library, that covers the Cottonera area together with Kalkara and other nearby towns and cities, will once again be open for public during the same hours:
 
Monday to Thursday
 
From 8:00a.m. till 12:00p.m.
From 1:00p.m. till 5:00p.m.
 
Friday
 
From 2:00p.m. till 8:00p.m.
 
It is also important to point out that this transfer was not done by coincidence or with lack of planning or as disrespect towards the people who make use of this library. This project was done after a long consultation that took about three months between the Birgu Local Council, the Minister for Foreign Affairs, Dr George W. Vella and an American delegation which also involved directly the American Ambassador for Malta, her Excellence, Gina Abercrombie-Wistanley.
 
In fact, the Birgu Local Council was informed by the Minister for Foreign Affairs that there is a possibility that, with the involvement of several countries such as, the United States, Switzerland, Germany, the United Kingdom, France, Turkey, Netherlands, the European Union and several other Mediterranean countries, an Institute of Justice and the Rule of Law will be established in a historical site within Birgu. Mainly this American delegation was interested in two particular buildings; the Armory and the Auberge d’Angleterre, and finally it has been decided that this Institute will be established at the Auberge d’Angleterre.
 
For various reasons, this was not an easy decision for the Council but after numerous meetings and discussions where, as always, the first preference was given to the interests of the residents, preference was also given to the needs of the Nation as a whole and finally it was unanimously agreed by the Council that the Regional Library will be transferred to Couvre Port and the Auberge d’Angleterre will be the official building of the Institute of Justice and the Rule of Law.
 
The Birgu Local Council believes that with this Institute situated in the centre of Birgu, apart from being an asset for the whole country, it will also be beneficial for the City of Vittoriosa. The location of such an International Institute in Birgu will definetly be another factor that will increase the importance of this city while also improving the commercial sector by attracted more tourists from around the world.
