Il-Gvern jgħaddi uffiċjalment il-Berġa ta’ Franza lill-Kunsill Lokali tal-Birgu
 
F’ċerimonja li saret kmieni wara nofsinhar, l-Erbgħa 7 ta’ Marzu, 2012, il-Ministru għall-Kompetizzjoni Ġusta, Negozji Żgħar u l-Konsumatur, Dr Jason Azzopardi, għadda f’isem id-Dipartiment tal-Artijiet, b’devoluzzjoni, l-Berġa ta’ Franza lill-Kunsill Lokali tal-Birgu.
 
L-iskop wara dan it-trasferiment huwa primarjament sabiex il-Kunsill Lokali jkun jista’ jopera minn post akbar u aktar ċentrali sabiex iċ-ċittadini tal-Birgu jkunu jistgħu jinqdew bl-aħjar mod possibbli. Il-post għadda għand il-Kunsill Lokali b’kirja ta’ 2,000 Ewro kull sena għal perjodu ta’ ħmistax-il sena. 
 
Il-Berġa ta’ Franza tħaddan warajha storja importanti għall-Birgu, meta fis-seklu ħmistax kienet okkupata mill-Kavallieri. Bejn l-1966 u l-1978 il-Berġa kienet tintuża bħala workshop tal-mastrudaxxa. Sussegwentament il-Berġa ġiet mgħoddija lill-Heritage Malta sal-2010.
 
Is-Sindku tal-Birgu, s-Sur John Boxall, spjega li l-Kunsill Lokali nefaq madwar €90,000 fuq il-Berġa sabiex isir ir-ristrutturar li kien hemm bżonn. Fost l-ohrajn, sar xi xkatlar fuq xi strutturi interni kif ukoll beda għall-ewwel darba l-proċess sabiex jiġi mgħoddi d-dawl u l-ilma mal-post kollu. Huwa qal illi din il-Berġa hija ġojjell għaċ-ċittadini tal-Birgu u malli l-post jiftaħ u jibda jopera se jkun qed joffri aċċessibilita aktar faċli għaliex jinsab fil-qalba tal-Birgu. Huwa spjega wkoll illi l-Kunsill qed jippjana li fil-futur jorganizza wkoll xi esebizzjonijiet għall-pubbliku inġenerali.
 
Il-Ministru Jason Azzopardi qal li din hija waħda minn fost bosta devoluzzjonijiet li l-Gvern qed jgħaddi lil diversi Kunsilli Lokali għaliex propju, il-Gvern jemmen fis-sħiħ fil-potenzjali u fix-xogħol siewi li jwettqu l-Kunsilli Lokali. Huwa qal illi l-Gvern jinsab f’kuntatt regolari ma’ diversi Kunsilli Lokali bl-għan li jikkoperaw flimkien sabiex il-Kunsilli jkunu jistgħu joperaw u jaħdmu b’mod trasparenti għall-ġid taċ-ċittadini Maltin u Għawdxin. Huwa ħeġġeġ liċ-ċittadini tal-Birgu sabiex malli jkun lest il-post, iżuru din il-Berġa li tant tħaddan wirt storiku importanti għall-Birgu. “Dan huwa Gvern li jimpurtah miċ-ċittadin” sostna l-Ministru Azzopardi. U kien propju għalhekk illi saret din id-devoluzzjoni, qal il-Ministru Azzopardi, sabiex il-Kunsill Lokali issa jista’ jopera minn post ċentrali f’binja li tassew tixraqlu u b’hekk iċ-ċittadini tal-Birgu jkunu jistgħu jinqdew aħjar.
 
Preżenti għal din iċ-ċerimonja attenda wkoll il-Ministru tal-Intern u Affarijiet Parlamentari, l-Onorevoli Carmelo Mifsud Bonnici, li qal li huwa ta’ sodisfazzjoni kbir għalih jara Kunsill Lokali bħal dak tal-Birgu jaħdem biex jerġa’ jagħti d-dinjita li jixraqilha permezz ta’ diversi proġetti infrastruttrali. Huwa qal li bil-ħidma li diġa wettaq il-Kunsill immexxi mis-Sur Boxall fl-aħħar snin, il-Birgu diġa huwa meqjus bħala attrazzjoni turistika importanti. Il-Ministru Mifsud Bonnici żied jgħid li s-Sindku ta’ din il-Belt qatt ma qagħad lura milli jfittex l-għajnuna tal-Gvern Ċentrali biex ikun jista’ jwettaq il-ħsieb tiegħu għal din il-lokalita. “Il-frott ta’ din il-koperazzjoni kostanti bejn il-Gvern u l-Kunsill tidher u qed titgawda kemm miċ-ċittadini tal-Birgu kif ukoll minn dawk li jżuru din il-Belt bi storja mill-aktar rikka,” temm jgħid il-Ministru.

Fl-aħħar nett il-Ministru Azzopardi awgura għal ħidma sfieqa lill-Kunsill Lokali tal-Birgu u saħaq illi dan il-Kunsill għandu jservi ta’ eżempju għall-Kunsilli Lokali l-oħra, għaliex tassew jaħdem b’impenn u dedikazzjoni liema bħala, għall-ġid taċ-ċittadini.
 
 
 
 
The government officially transfers the Auberge of France to the Birgu Local Council
 
 
At a Ceremony held on Wednesday 7th March, 2012, early in the afternoon, the Minister for Fair Competition, Small Businesses and Consumer, Dr Jason Azzopardi, transferred on behalf of the Lands Department the Auberge de France to the Birgu Local Council through a devolution deed.

The purpose behind this transfer was primarily for the Local Council to operate from a larger and more centrally located site, so that the citizens of Vittoriosa will be served in the best way possible. The site passed to the Local Council at a rental rate of 2,000 Euro per year for a period of fifteen years.
 
The Auberge de France embraces important history where in the fifteenth century it was occupied by the Knights. Between 1966 and 1978, the Auberge was used as a carpenter's workshop. Subsequently, the Auberge was passed to Heritage Malta till 2010.
 
The Mayor of Birgu, Mr John Boxall, explained that the Local Council, up to now has already spent approximately €90,000 on this Auberge, to make the restructuring works needed. Works done included  sanding on some internal structures as well as for the first time water and electricity were installed in the whole place. He said that this Auberge is a jewel for the citizens of Vittoriosa and once this place will be open to the general public and the Council will operate from this building, it will be offering easier accessibility to the residents as it lies at the heart of Vittoriosa. He also explained that in the future the Council is planning on organizing various exhibitions for the general public.
 
The Minister Jason Azzopardi said this is one of the several devolutions that the Government is doing with various Local Councils, precisely because the government believes in the Councils’ potentiallity in performing useful work. He said that the Government is in regular contact with various Local Councils with the aim to cooperate together so that they can operate and work in a transparent manner for the benefit of the citizens of Malta and Gozo. He urged the citizens of Vittoriosa to visit this heritage site as soon as the works will be finished, as it surely is an important site for this City. "This is a Government that cares for its citizens", said Minister Azzopardi. This was precisely why this devolution was done. Minister Azzopardi said that now the Local Council can operate from a central location in a building that it truly deserves and thus the citizens of Vittoriosa will be served better.
 
Minister for Intern and Parliamentary Affairs, Dr Carmelo Mifsud Bonnici, was also present for this ceremony, and said that it is of great satisfaction to see that the Local Council of the City of Birgu is working hard to re-deliver the dignity that such a City deserves, through several infrustructural projects. He said that with the work done by the Local Council conducted by the Mayor, Mr Boxall, in recent years, Birgu is considered an important tourist attraction. Minister Mifsud Bonnici added that the Mayor of this City never hesitated to seek the assistance of the Central Government in order to fulfill his intention for this locality. "The constant cooperation between the Government and the Council can be seen and enjoyed by both the citizens of Vittoriosa as well as those who visit this city rich with history", said the Minister.
 
Finally the Minister Azzopardi congratulated the Birgu Local Council and stressed that this Council should serve as an example to other Local Councils, because it really works with commitment and dedication for the benefit of its citizens.
